立陶宛电子居民
立陶宛的电子居民计划在2021年1月1日开始推行[1][2]。电子居民计划允许非立陶宛公民获得立陶宛政府和其他机构提供的服务，例如公司成立、纳税申报和银行开户等。电子居民计划为每名电子居民提供一张近似立陶宛身份证的智能卡，可用于电子身份证明与电子签名。
立陶宛的电子居民计划以爱沙尼亚的同类计划为蓝本，并主要针对软件工程师等不受所在地点限制的独立企业家。[3]
申请[编辑]
电子居民身份可填写表格后向立陶宛内政部移民署申请。申请人其后须亲临移民署进行生物识别数据识别与收集[4][5]。预期在2022年，生物识别数据识别与收集服务将由驻外国使领馆提供，使电子居民身份可在境外完成申请[6]。电子居民身份的有效期为3年。截至2021年[update]，电子居民身份的申请费用为90欧元[4]。
电子居民的申请过程包含部分有关国家安全、防止洗黑钱等的检查。申请过程亦包含在申根信息系统中检查是否存在其他欧洲联盟成员国对其发出的警报。[4]
立法[编辑]
《2004年外国人法律地位法》正式设立电子居民制度，并对之加以规范[7]，而该法律于2019年进行了修订[8]。《2004年外国人法律地位法》由立陶宛内政部移民署执行。立陶宛电子身份证明与电子签名的法律框架由《电子交易中电子身份证明与信托服务法》确立[9]。
