2021年4月28日，哥倫比亞開始了一系列持續的抗議活動，反對總統伊萬·杜克·馬爾克斯政府提出的增稅和醫療改革。提出稅收倡議是為了擴大對Ingreso Solidario的資助，該計劃是2020年4月為在2019冠狀病毒病哥倫比亞疫情期間提供救濟而設立的全民基本收入社會項目，而010號立法法案則提議將哥倫比亞醫療衛生（英語：Health care in Colombia）私有化。^[3]^[4]^[5]^[6]

儘管法院原本預計抗議活動將很普遍，但出於擔心COVID-19疫情進一步傳染的考慮而取消了所有現有許可證，但無論如何，抗議活動於2021年4月28日開始真正進行。在波哥大和卡利等大城市，成千上萬的抗議者走上街頭，在某些情況下與當局發生衝突，導致至少六人死亡。在接下來的幾天中，抗議活動繼續增長，在總統許諾重新制定其稅收計劃的過程中，抗議活動在5月1日國際勞動節達到了頂峰。5月2日，杜克（Duque）總統宣佈他將完全撤回新的稅收計劃，儘管沒有宣佈任何新的具體計劃，抗議活動仍在繼續。

哥倫比亞和厄瓜多爾政府援引其情報機構的報告稱，這些抗議活動是委內瑞拉總統尼古拉斯·馬杜羅組織的，是外國干預以在哥倫比亞建立一個盟國政府^[7]。大多數分析家都認為，哥倫比亞政府誇大了抗議活動的外部影響^[8] 。
